Certainly very similar to a Lady Stephanie beam engine but with many variations – piston valve, valve motion, flywheel design, but with enough similarities (the beam, eccentric rod and plinth design) to say it could be 'inspired' by Tubal Cain's design if no more, although there are similar real engines.
This one in a Madrid museum also has much in common (note the valve chest is on the other side of the cylinder):

The six column design was not too rare in full size, so a model could be almost any age up to about 150 years or so.
Value is very hard to judge without information on the provenance. I would be worth more if fully assembled and working.
