That's an air pump as used in laboratories.
The piston should be coupled onto the crank pin, and the output is the small pipe on the left in the bottom photo
depending on the type it may need the piston oiling at times..
The disk part is the drive rotor and I think it works a bit like an electricity meter.
I have seen them used as fish tank air pumps,
Nearly forgot, they also come in twin piston versions.
