Final diameter fo cutting teeth

I call them teeth as it is not a gear. I need to cut what I best describe as a saw tooth to make a ratchet wheel which I will cut using a 60deg cutter, My question is if the drawing states that the diameter of the PCD needs to be 7/16″ would my calculations be right that I need a 15/32″ diameter piece to start with.

It would depend on tooth count, less teeth the larger the OD needs to be.
