can anyone tell me where to buy the figures in the photo these are 1/10 scale and are for a steam tractor this model was built in the netherlands a supplier in australia would be good but anywhere will be ok

Have a talk with any local model railway clubs who do the garden-scale trains, they often have figures on their narrow gauge locos and wagons so may know of a source. Also the Australian Model Railway Associated club in your state.

Failing that some of the kids dolls might be suitable to modify, Toyworld usually have a wide range.

If you only want one or two figures, then Modelu may have a solution. They 'print' very good/realistic model figures that have been scanned from real life.

The problem is that the price goes up with the size/scale of the figure. So they are quite expensive in G3 (1:22.6) and will be more so in 1:10 (assuming they can do them that large). Just a thought.

I was going to suggest ‘thingiverse’ for 3D printing. Likely something, somewhere that could be scaled to suit…

But buying a printer might be rather more expensive than buying a couple or three figures.

1/10 is one of the scales used by model cars and lorries. Also 1/12 is used for dolls houses so ther ought to be some dolls in that scale, just have them wearing high heels and tall hats.

Depending on your model making skills toy and action figures can be adapted to suit your purpose though the materials they are made from are generally not heat resistant so you might not want to have them too close to a running steam engine.

1:12 scale dolls house figures cast in resin are somewhat more heat resistant. Most people are shorter than 6' so they would be historically accurate (poor 19th century diet and all that).
