Hi Mick, just had a look at mine and the manual, there is nothing of help in the exploded diagram but I would suspect there is a key driving the two components. It suggest that it was a factory job because they list only the cone pulley assembly in the manual and no separate parts.
However thats not to say one cannot fix it yourself but it maybe you will need to figure a way to press out the brass gear and re-assemble after repair etc – should not be to difficult depends on what kit you have.

**The back gear should not be engaged when removing the chuck that's what the spindle lock is for, if this feature was not available then engaging the back gear is one option but there is always the danger of damage occurring. The brass gear should defiantly not move –something is wrong !
