The curved pointy ends look like o ring removal levers. Maybe a hydraulic cylinder servicing tool.

A little more seriously, could the curved jaws be intended to tension a wire? But, then; what is the part with the sliding part for?

I could use it with great pleasure on drivers of cars with the windows wide open, 150W music playing full blast and an exhaust you can stick a coke can up!

Has the ring of confidence, I guess the slider stops a wire, blade or pin slipping out when leverage is applied. It's too small to be for fencing wire, maybe it's for adjusting a band-saw or drive belt tension mechanism.
