Who invented the elastic band, there have been a number of people who claim the invention but I think this one I found whilst googling round is the most likely…..

THE RUBBER band is thought to be an ancient North Korean invention. They were made in such large numbers during the Tan-Gun dynasty that the country's capital was given the name Pyong-Yang after the sound made by people flicking the bands around.

I'm not at all sure, but isn't rubber a product originating in South America? And what we now call rubber bands could not have predated Goodyear's invention of vulcanising.

I understand the rubber comes from the rubber tree, plantation grown in Indonesia / Malaysia, & comes from the white sap that runs down cuts made in the bark & known as Gutta Perche. Seemed to have been big business from the 17th – 19th centuries during the 'Empire days' & as far as I know still comes from that area today, not implying it doesn't come from elsewhere too.

The rubber tree originated in the Amazon basin. I remember planting some seeds when I lived in Africa aged about 3. I think the hedge we were using them for is still visible on google earth.
