          It looks more like a deburring tool for holes in sheet metal.

            I agree that it's a deburring tool I had a similar, but not as posh one for deburring copper tube after cutting with a pipe cutter.

                  Looks rather like a bung hole reamer for casks. Cannot tell the size.

                    I doubt its made for any specific purpose, rather its a general purpose hand reamer mostly intended to enlarge existing holes in plastics and soft-ish and thin-ish metal.

                    I bought one to add to my collection because the small diameter was less than 1mm, most of the ones I have start at about 3mm but this one is ideal for opening holes in PCBs. The one in the picture does not look as small as 1mm but is otherwise identical. One thing to add is that mine is razor sharp and seems accurately ground right to the tip and will actually create new holes quite easily.

                      I use one of these taper reamers all the time, they are for making holes or opening them up in the thin molded plastic rc car bodies.

                        By the way Schumacher are also a model car manufacturer, these reamers are available everywhere in various different makes.

                          The one pictured has had its tip broken off or shortened, they come very sharply pointed so that you start the hole with the pointed end when using on plastic. I get mine from Banggood for £6 inc postage, they are called 0-14 mm body reamers.
