whilst what stan states is quite correct, the fullsize loco works had very special machines for these jobs.
if you are interested have a look online how LNER 'Blue Peter' was checked after the Durham disaster, none of the ex- loco works machines surviving to do the job.
as if to clarify the use of 'special' machines, the crankpin holes in the wheels were usually bored after the wheels were pressed onto the wheels. a special boring machine was used for this job. this is quite unlike what we do in miniature.
