Probably cheap import A series. 12.5 by 9 mm is actually listed as A series size by some makers. True A is 1/2" x 5/16".
Given the age of the lathe A series is probably factory. SPA will work too but the size isn't exactly the same, the belt is deeper, so you can have issues when running round small pulleys. Don't forget that the minimum pulley size for full power transmission from a plain A series belt is around 4" pcd. Exact size depends on pulley profile. There are modified profiles which let you use pulleys a bit smaller. Anything smaller needs a notched belt. Doesn't matter a great deal with ordinary die cast alloy pulleys as the profiles are pretty poor at best of times.
