ID required of air pump

Hi. Can anyone please identify this contraption. It's an air pump of some kind. About 24Cm long. Dia. about 13Cm. Shft is splined. Feet are homebrew.

Stamped on it is: "REF 378 1251 -gov't arrow symbol -SER AG10314.

Inside a tiny circle are "P 16" Also a stamp " E 1".

Input marked "AIR INTAKE". Output marked "AIR DELY".

Could it be a supercharger? Roots type? Maybe not a roots type, not oblong enough.

Looking at all those bolts holding the pump together and the air inlet pipe, take air at 100 psi and raises it to 500 psi? I don't think there are enough bolt holes in the original mounting flange.

Here is a close-up of the outlet. Wonder if that says anything.

Screwed onto it is what looks to be a homemade gadget so you can hook up a hose.

What I will do, is connect the pump to a motor and see what air pressure it outputs. May try my Hoover 1/6th HP at 950RPM and see what gives.
