Yes & No. Some of the machines like this drill have their own Loose pulley. The ones that don't there will need to be a Fast & Loose pulley on the shaft.

Not sure how best to fix the Pinion, get it brazed and file it back? Not sure about the lunar surface either?

I would go for 'conservation' rather than 'restoration'

… Make a nice plate to go over it; but otherwise leave it untouched, as a document to its history.
