To ensure that the corn is threshed properly, the reel speed needs to be fairly closely controlled. Hence a governor on the engine driving it. The exact speed would be determined by the diameter of the reel on a particular make and model of machine.
On mechanically governed internal combustion engined combine harvesters, the engine speed was held to 5% or less from Full Load to No Load.
Obviously in a model such precision is not needed, but some nod towards it needs to be visible,
