It's an expandable pipe reamer (of the smoking kind).

I can see how that could work but it is a very elaborate solution to the problem. My Dad was a lifelong pipe smoker ( or maybe pipe chewer!) I remember he had a couple of pipe bowl reamers which resembled a hedgehog (for the reamer bit) attached to which were couple of flat bits with which to turn it. The whole was made from sheet metal. It was effective – but brutal!

Found a lot on Google it's apparently a "Senior Pipe Reamer".
