Rotational problems in quartering coupled driving wheels

hi – i am having issues with quartering the coupled wheels of a 3.5″ gauge locomotive having set up and pressed home the wheels on the first axle but when repeating the operation on the second axle using the lathe baed as a reference surface, the wheel being pressed home is rotating out of position. The wheel has been machined to a good fit on its seating and I am loathed to ease it out but it may be the only option. Any helpful suggestions would be most welcomed.

I would have expected a hole in the top plate (to locate the crank pin) of your quartering jig 90 degrees to the slot in the bottom plate. However with just 2 long studs, can you guarantee that the top plate does not twist out of alignment to the bottom plate ?

I may be stating the obvious but if you want to rotate a wheel on the axle you should heat the wheel to loosen it’s grip. I’d use a hot air gun.
