The standard sizes for spanners always allow a clearance over the nominal size of the nut or bolt – otherwise you would never get them to fit. So, there is a range of sizes for the nut, and a range of sizes for the spanner, and they should not overlap. The sizes, that is. This is why it is no problem using a 5/16 AF spanner on an 8mm nut, as the sizes are:
5/16 = 0.3125 inches
8mm = 0.3150 inches.
and the clearance is always more than 0.0025"
