Scissor maker's dozen:-

Apparently this was a quantity of 14 pairs of scissors as they left the outworker who may have been a 'cottage industry'. One pair of the dozen was reserved by the outworker when he considered the quality was not to standard and a second was again taken for his profit, leaving 12 pairs for sale by the "manufacturer".
