          From the comfort of my arm chair, here's how I would.

          Chuck a piece of hex brass bar with the required a/f size. Machine the two diameters to suit taste, centre drill, then drill thru to diameter of pipe cone o/d. Bore out to minor diameter of 3/8 x 40 thread, then tap with appropriate tap to required depth. Part off at required length.

          You could use a D bit to form the minir diameter to give a flat bottom inside the nut.

            Is it the male thread on the body or the female in the nuts you are asking about?

            If it is the male bosses then mark ctr of boss, set up in the 4-jaw or on an angle plate on the face plate to get the mark running true. face off then turn OD to 3/8" and then thread with die or single point if you prefer.. Could also be done on the mill or even the lathe with a boring head set for external cutting to round off the bosses.

            For the Cone I drill with a suitably sized ctr drill which will give the angle and then drill the clearance hole.
