Maybe you can't.
I don't have talktalk or Windows Live Mail to check but from the description it seems Windows Live Mail is preconfigured to use the original standard port (110) for POP3 email and won't allow you to change it. Unfortunately it seems talktalk have reconfigured your account and is listening for your POP3 email requests on port 995. Port numbers are rather like telephone numbers – in effect, port 110 has been disconnected, all you have to do is change your email client to call 995 instead.
I don't know why Windows Live Mail won't let you change the POP3 port – it's unnecessarily officious if Microsoft deliberately made it that way, but they are plonkers sometimes!
Might be a simple permissions problem though; your system is set-up conventionally to stop ordinary users from tampering with system settings. Have you tried changing the port number with Windows Live Mail while logged in as 'admin'? Perhaps your normal user account doesn't have the privileges needed to save the change.
If that doesn't work I'd install a mail client that does allow you to set port numbers. Like the two Johns I'm happy with Thunderbird.
This is the sort of problem you can run into by not keeping a computer system up-to-date. No matter how keen we might be to leave well alone the world moves on regardless. Not just us golden oldies who have our bubbles popped – I spent today helping my nephew (23) sort out his old Linux server. The machine has worked perfectly 24×7 from new and never been upgraded. Unfortunately last week a disk partition filled up and had to be resized. This is an easy 2 minute job with a tool called 'gparted' but it wasn't installed. Problem – his Linux version was so far out of support that downloads aren't available for it! To get gparted we had to install a current Linux from scratch and then reconfigure all his software and accounts! Argh! Today would have been a non-problem if he'd upgraded annually. Reminds me, I'd better make sure my rarely used Windows 10 is still OK. I've not upgraded it for ages…
