Does your son want to build his own engine or simply buy and operate an engine?

Either way, a good start might be for you to visit your local model engineering club and one of the model engineering exhibitions.

He really wants to have one to steam
He has been a steam apprentice so now is looking for his own toy

Hauling along to a local club is good idea.
