Hopper is right about business not wanting to mess about with old 1 inch or 25mm lathe tooling.
For the home shop if there is room it is a good reason if you have the room to buy a larger lathe if it is in good working order.
I have never paid more than around 20 Australian dollars for insert tool holders, if there are a few inserts thrown in with the tool that's the value of the inserts.
If it is cheap brazed tooling is OK, you can throw it away when it is dull or resharpen with a diamond wheel. It seems to hold up better with interrupted cut work too, and it can be shaped. My favourite small boring bars are brazed.
