Spear type tool

I am clearing out my father's garage and have come across a spear-type tool: **LINK** It might have a general engineering purpose, or it could be connected with motor vehicle repairs. Does anyone recognise it?

It looks like some sort of Castor Camber setup tool, but it isn't. Very interesting, I hope someone is along shortly to identify it. Maybe John Stevenson, he is old enough to have seen this vintage stuff in use.
