piston valve problems

Although I would not class myself a complete begiinner, I am struggling to sort out the valve gear on a piston valved three and a quarter inch "Royal Scot" locomotive. I have just re-built the chassis and "set" the gear to what I thought was correct, however there does not seem to be any movement ( or resistence) from the motion with a lot of compressed air pumped through!? I have set slide valve locomotives with a modicum of success,any help or suggestions would be most gratefully received. Another "odditty" of this design is the open to air (according to the drawings) of the exhaust?
