Steam Port Position?

Am I right in thinking the steam port in the cylinder is positioned as such?

0.62 + 0.36 + 0.25 = 1.23 – 0.73 = 0.5
So the hole would be 0.5" from the bottom of the cylinder
I haven't worked from a plan for 45 years so struggling a bit at the moment.
