      All the ER do it and one of two reasons i hate the things, the other its two extra attached parts each with its own runout. Also extra load on bearings as cutter is lower and take an eternity to change cutters.

      Therefore cutter always moves not necessarilly upwards but drops down scrapping the work.
       
      As Phil has mentioned have a look at the finger collets at about £5 to £7 each from Arc.
      Probably only need 6, 1/4″, 5/16″, 8mm, 10mm, 3/8″, 1/2″ and 12mm. Can change cutter within 15 secs and they hold the various shanked cutters.
