When is a new 90 degree drill not 90 degrees?

Forgive me for being picky, but with that width of chisel edge, is isn’t a spotting drill unless it’s specifically made for spotting with much larger drills.

82° is a perfect angle for most spotting drills, the main drill will normally have that angle, so will start with no tendency to wander or chatter.

Yes, it’s left-hand. No it isn’t a spotting drill. No it isn’t 90°.
