Perhaps I'm seeing what I want to see! I don't think the base is Hammerited in the photo. Of course, if it is painted my hypothesis collapses. Woe is me.

Hi, it could just be a simple valve for a vacuum chamber, i.e. it would be situated on top of the chamber with the small hole at the bottom and the larger opening to atmosphere, so that when the chamber is evacuated, the rubber disc seals, but when the chamber is allowed to refill with whatever the rubber disc will lift slightly to prevent the chamber becoming pressurised.

Just my thoughts of why the rubber has a suction aspect.

Could it be a vacuum sheet lifter, perhaps intended to both hold down and move sheet somethings? Like large photo negatives on a light-table. The top-hat profile eliminates the need for a handle and makes it possible to stack the device in storage.

Some plausible suggestions, although I think I'm no nearer finding out the devices purpose. I think it time it was consigned to "useful bits of metal" box.
