the 'text book' diagnosis is that the steam cone is too big in throat size for the working pressure of the loco…
however, water coming out of the overflow suggests instead that your steam injector valve and perhaps pipework as well from same to the injector is restricted. gordon's injectors were excellent and were all tested.
a restricted steam valve/bad pipework would produce the symptoms youhave found.
whilst the pressure range can be altered by altering the position of the steam cone, the better way round this is to make a new steam cone of smaller throat size.
however as stated above i doubt this is the problem. gordon's injectors will usually feed at way above working pressure.
also check very carefully no air leaks on the water supply side as gordon's injectors have quite a strong suction/lift on the water side.
if the pipework and valves – water and steam, and check valves are not ok this restricts the operating range of the injector.
