To me it looks like a watchmaker type dude has decided to save a couple of grand by building his own homeshop lathe instead of buying a Cowells

edit: A kinda cowells britan lathe, for churning out parts

It says at the top of the write up "Interesting hand made modellers lathe."

I'm guessing the "hand made" refers to the lathe and not the modeller.
