I agree there must be an error in the drawing.
I'm working from the dimensions shown on page 1012 of issue 3475 of ME Vol 139 from 1973.
The inside dimension for the distance between the brake pull rods for the middle and rear cross shafts is shown as 5.075 less 2 x 0.127 (the width of the cross shafts plus a couple of thou). This works out at 4.821.
Measuring the same dimension on my tender the same distance is around 4.160. My pull rods fit between the wheels ok. The clearance is adequate, but less than generous. To have them as the drawing suggests must be wrong. I don't specifically recall this being wrong as it was so long ago I put it together and it is lost in the mists of time amongst so many other glitches and workarounds.
As long as the brake gear fits together and looks about right it is fortunately one of the less than critical issues to grapple with amongst the many for TM.
Hope that assists.
