Is hydraulic setting valid for steam safety valves

Is hydraulic testing and setting of steam safety valves accurate?

Not an expert but I would have thought fine for the initial setup. Remember though that steam is expansive so a test would be needed with a full, bright fire to check that the pressure did not rise more than 10% of the setting.
