Far more interesting to me, though, would have been learning how someone so young acquired the knowledge, skills and workshop necessary to make it.

Yes impressive but how accurate is it? The amount of welding will cause a lot of distortion. It can be minimised by not welding too much in one area and by balancing out the locations for welding but you can't eliminate all of the distortion. Also I did not see any calibrated dials on any of the traverse wheels. Not much good if you can't machine accurately. But I do concede the guy is a very competent fabricator.
