What you want is leather faced plastic belt
For a while I had a Cincinnati 2m milling machine similar to this one but with an external but integrated 5HP electric motor drive via a flat belt. The one in the picture has the motor in the base.

It was a heavy machine and when I got it had a leather belt with a comb clip joint. I really hated the clatter of that clip as it went over the pulleys.
I asked a local industrial transmission company and they recommended a leather faced polyester (or was it Mylar?) belt, that would be fused to the exact size needed. They offered to do it on site if needed but that was not necessary for my machine it did not need to be dismantled to slip the belt on.
I ran that machine for about 5 years and never heard the belt again, it was silent; and it never needed tensioning. and it never slipped and it tracked perfectly. The leather face has a fine suede finish. you do not dress it as with old hard leather belts.
