Yes, but note this appears to be a 3-phase transformer. If you use it for just one phase its VA rating would be reduced. One of the advantages of 3 phase is that the amount of iron in transformer cores can be reduced for a given current as some of the magnetising flux cancels out – this wouldn’t happen with one phase so the “magnetising inductance” will be higher. In reply to your first question, the transformer doesn’t care what the voltages are it just steps up or down by its turns ratio, except that if you exceed the rated volts the insulation may break down. Note also that if you just use it with one phase connected, the other terminals would also be live as some of the core flux paths are shared
