          The axle of the paddle needed to be quite high above the water line so having an inclined or often inverted layout got the weight of the engine down low for better stability and below decks. Same applies to models if used in hulls or scale models of just the engine would follow the full size prototype.

              Some of the engines used in Australia for the little paddle boats going up the rivers had the engine on top of the boiler to get it up high.
