I don't recall the article, but manometers are reasonably straight forward to make.
Essentially it is a u-shaped tube filled with water about half-way up the arms. Fitted to a back-board you measure the difference in height between water in each arm, this gives the pressure difference in 'water gauge'. 100mm difference is 0.01 bar, within the limits you are likely to be able to measure the difference.
The tubes should be large enough diameter that surface tension and meniscus effects don't affect the reading (say 6mm+)
How great is the pressure (or vacuum) you need to measure?
