                      where the draw slides in and out there is two of these on top and bottom to then secure the shelving in place and move freely

                        Bearings for a drawer slide maybe? Try getting in touch with Clarke. I believe they offer a spares service for some of their machines; maybe they could sort out your toolbox too.

                          They look like small ball bearings in a plastic carrier; something to do with the drawer sliding mechanism, maybe a piece of one has come adrift?

                              You won't find parts like that in their online shop, best option is to email their customer service, ask if they do parts for it, if they do, ask for a parts diagram, then it's a case of finding your part on the diagram, which should have a part number, then order the part number.

                                If no spares are available, could you make what you require?

                                Measure the diameter of the balls.

                                Possibly, once in place in the drawer runners, the plastic is only a spacer to, maintain separation of the balls, so maybe the balls to do not need to be completely captive. In which case, a suitably sized piece of plastic or metal with clearance holes for the balls could be used as a replacement? Fiddly to assemble, but better than nothing.
