In a nitrate sensitive zone there's maximum average application rate of 300 kilos per hectare (30 grams per square meter) of nitrogen per year that you can apply to grass.
Grass fertilisers seem to be typically 10% N – so 3.5g in a 35g dose, and if you are dedicated you would use it every six weeks during the growing season say 4 to 6 applications. 30g at 3.5g a time would be 8.5 applications i.e. every six weeks for a year.
So I would guess that setting a max is about making sure they are recommending an amount that comes in under the NVZ limit if used by some mowing addict all year round.
IMHO this is almost certainly the origin of the number rather than needs of the lawn which can only really be judged by a combination of soil testing, experience and the sort of lawn growth you want to see…
(bear in mind that these fertilisers are often the same ones as used in places like sports pitches, golf courses etc where the rules will be enforced…)
