You need the original article by S U Belsey to make the trip device. The article you have found describes an adjustable bed stop to trigger the trip mechanism at any point on the bed.
Looking at the pictures I surmise that the device as originally described was triggered by a stiff rod mounted on the apron, pointing towards the headstock, striking some suitable point on the lathe. Probably the threading gearbox. Clearly there are limits as to how long such a rod can be without massively inconveniencing operation of the machine. So the original design is presumably limited to relatively short work that may appropriately be held in chuck or collet for threading.
The adjustable bed stop allows the device to be used further down the bed for threading long work. Obviously such jobs need to be supported by a steady.
