It's a long time since I did the course, so I've been looking at the HSE Guidelines which have superseded the Abrasive Wheels Reg's under PUWER, and a "plate mounted wheel" is one of the specific exemptions from the use of blotters.
If I've understood the description, a plate mounted wheel is one where the abrasive grains are bonded to a backing plate, and the drive clamping force acts on the plate and not on the abrasive. That seems to describe a bonded diamond wheel pretty much spot on.
Common sense says that a blotter doesn't add anything to the mounting security of this type of wheel, so hopefully I'm reading this right.
