When I rebuilt a Stuart S9, a number of the parts were missing, including the balls, and linkages etc. I made the new balls from 1/2" dia bearing balls, I heated them for a few miniutes, and let them cool slowly, then drilled them and rivited the arms in, the origional balls fror the S9 are 7/16" dia, I also had to make a butterfly for the valve. When it is set up right (thats a bit of a trick), it does actually work, it's suposed to maintain about 400rpm on this motor.
