Steve, could you not make your own cutters from broken centre drills or silver steel hardened after shaping,and fly cut the wheels and pinions.I have made two regulators and have fly cut all the gears this way.Best of luck with your clock.

Hello Frank, I have looked into it but I think I lack the skills to make a Mod 0.3 pinion cutter.
