slow speed for small warco lathe

what is the best method of slowing down my wmt300 to around 25 rpm for thread cutting . would i still get enough torque if i reduced the speed via belts and pulleys

Reduction via belts and pulleys is the way to go, if you try it electrically you loose out on torque on THIS size of machine.
