Design Question

Currently converting an arrangement drawing into a 3D model in 7.25 gauge. Looking at the track standards for 7.25 the wheels are a lot wider than scale so the wheel is much closer to the tender frame. So a compromise is required to either alter the brake hangers or to make the frames wider. Any advice how this is generally handled would be appreciated.
