      I was wondering if it’s possible to scale up a 3.5″g loco plans into 5″gauge with the obvious dimensional checks for interference but wondered if some parts of the loco would then be over engineered.

              Castings can be a problem unless you find an equivalent 5in design. It might be less effort to 'stretch' a Simplex as has been done before. As William is a freelance there is more scope for adjustment to fit as convenient but equally why bother when there are so many 5in designs. If it were a particular prototype that was not available in 5in it would make more sense.
