I used Tecni-cable for the eyelets on my Fowler winch cable, they also do shackles but 4mm may be a bit big on a 2″ engine/implement. though thats only a 24mm shackle which is not actually that big a thickness and about right if its for pulling a 6 furrow plough.

Not too hard to make your own, I did these eyebolts for teh steering chains, thread is 5BA.

Also worth looking at some of teh 3 1/2 gauge loco couplings, very sililar to a shackle, see Page 44

Thanks Jason,just discovered this “modellingtimbers.co.uk” brass shackles right size,right price too.
