          I'm not 100%, but I think it's an electric de-soldering tool.
          If so, the pipe connector by the handle should go to a vacuum pump, like a car tyre foot pump, but in reverse.
          I have something similar but made by Philips, though mine has a separate reservoir for capturing the recovered solder droplets.
