Though design often benefits from using standard stock sizes, it’s not the law! In my home, measuring household items reveals many odd values, neither metric or imperial. Maybe these unexpected dimensions result from strength and material cost considerations. Or CAD, where designers don’t have to think in stock sizes.
Industry can order whatever diameter they like, H8 or better:

Is it a coincidence that 13″ is one third of a metre? It doesn’t matter!
