Although I still don't know exactly what UKPL stands for,
it might be United Kingdom Private Limited [Company]
… I checked the Seller's legal information, and they show a GB VAT number, which I then checked here: **LINK**

Sure enough, they have a registered office in Manchester.

It would answer the question if you were to make a purchase off eBay AND the invoice shipped with the goods also showed this VAT number.
There is a very large tax avoidance scheme currently in operation by Chinese suppliers, mainly focused on eBay & Amazon. I just about basically understand it but not in a way that I could re-explain it, if that makes sense.
UKPL might stand for UK Partner Larger, & it might be there to satisfy either Ebay or HMRC concerns?
