Tender hand pump, does it need a bypass valve

Hi chaps, I understand the need for an axle pump to need a bypass valve, but does a tender hand pump need one. It my sound a silly question, but I am having a brain not working week.

Answer in a word No, but it does need to feed via a Clack Valve.
